Introducing the Updated Regulation 9 (R9) and model Code of Conduct
Bowls England has released an updated version of Regulation 9 (R9) after four years of work undertaken by the Disciplinary Working Party to make the process clearer, fairer and easier to use for our membership.
Key changes include introducing an informal process for low level complaints, simplifying the language used, and creating practical resources such as workflows, guidance, training and FAQs.
R9 applies a proportionate approach to addressing misconduct:
- Informal process for minor misconduct
- Mediation for moderate misconduct or repeated minor issues
- Formal hearing for serious misconduct or failed mediation
These improvements ensure consistency, transparency, and support for everyone involved.
All Affiliated Clubs and County Associations must reference Regulation 9 in their governing documents as the route to address complaints of misconduct.
From 1st December 2025 , all new complaints must follow this updated version of R9.

Regulation 9 (R9) establishes a clear, fair and proportionate framework for handling Affiliated Member misconduct within Bowls England, its Affiliated Clubs, and County Associations. It ensures consistency, promotes natural justice and protects the integrity of the sport.
Key Principles
- R9 is the framework that must be followed to address complaints of misconduct demonstrated by our Affiliated Members.
- Complaints must be managed at the most appropriate organisational level, i.e. Club, County or National, depending on where the misconduct occurred.
- Complaints of misconduct must be submitted in writing using the Complaint Form to the Complaint Assessor. The Assessor will review the details and determine whether the complaint is unfounded or should be classified as minor, moderate, or serious – each category guiding the appropriate resolution pathway.
- Complaints must be handled confidentially and fairly, with defined roles and responsibilities.
- Appeals are permitted but limited to one level up (e.g., Club → County → National).

The Code is a practical tool designed to assist our network in articulating their commitment to creating a welcoming, enjoyable, and inclusive environment for everyone involved in the sport, both on and off the green.
This template is not a rigid set of rules, but a flexible framework that our Affiliated Clubs and County Associations can edit and personalise to reflect their own identity, culture and priorities. It provides clear guidance on expected behaviours for players, team managers, officials, volunteers, coaches and supporters, reinforcing the shared responsibility we all have in upholding the values of CARE.
